How can add stars to your user name?

Ok, so I just received an email from a person named Joann. Me realized I had a very unique name screen – had two stars before and after his name. How does that happen?

press start all programs, accessories, system tools, character map thenn you see on the big list for a star or heart or whatever (: orr copy this ★
