What to do when you walk in on your 2 grandsons (4 & 5 yrs old) & they have pants off & are lying together?

I was watching my grandsons & they went in the other room. I walked in to see what they were doing& they had their pants off & the 5yr old was on top of the 4yr old. The 5yr old jumped up & looked guilty but the 4yr old seemed unconcerned. How do I approach this with them & also, how should their parents handle it?

First off, I would sit both of the kids down and talk to them about why it’s not good to be naked together and what they were doing was wrong.
I think for the four year old, it may have just been curiosity, and the leading of the five year old. I would check into both of the boys, family life, daycare, church, ect. Although I think it’s probably natural for them to take off their clothes and “compare” parts, but I think to be on top of each other is something that would have to have been shown to them. Kids don’t think of things like that on there own.
Also, I would set down some new house rules, like they are not allowed to be in a room together with the door shut, and things like that. I hope this helps, I had a simular situation with my step~son and his cousin. It turns out his cousin had been molested, so I would take this very seriously. I hope it is nothing like that.
